Barry should never have had 'approval' authority over the Dakota Access pipeline. Keystone was to cross an international border, so he could block it with the State Department. To block this one, he has to mis-use the EPA. But lets not forget that we've already got a pipeline or two crossing the land, mostly without incident, making this pipeline stand ridiculous.
