Most of the lazy ass black and white trash in the ghettoes are too lazy to apply for all the gubermint cheese without a “social worker” helping them fill out all the forms, imagine if a bunch of formerly hard working people get fed up, stop producing and make it their full time job to apply for every program under the sun...
