Meh, someone not obeying an order doesn’t give the cops the right to shoot them. They still need to be in imminent fear of death or bodily harm to escalate to that level, and you can’t make that case when the guy was on his back with his hands in the air.

Instead he lay on his back with his hands up because, maybe, it's very hard to lay on your belly with hands up. Whatever reason, he wasn't on his belly so the shooting was justified. Is that about it?
