The gold-painted Buddha is a nice touch: wouldn’t want to lose a customer just because he’s a totally different religion.

The botanicas seem to be encircling Washington DC on both sides of the river, fall-out from that sanctuary city/town mindset. Awaiting their final disposition of forces before the true hexing occurs.
