As a Federal Judge she is bound by the mandatory ethical rules contained in the Code of Conduct for United States Judges.
“Federal judges MUST abide by the Code of Conduct for United States Judges, a set of ethical principles and guidelines adopted by the Judicial Conference of the United States.”
See http://www.uscourts.gov/rules-policies/judiciary-policies/ethics-policies (emphasis added).
Canon 5 says a Judge should not engage in
political activity. Specifically, it provides:
“Canon 5: A Judge Should Refrain from Political Activity
(A) General Prohibitions. A judge should not:
...
(2) ... publicly ENDORSE or OPPOSE a candidate for public office...”
See Canon 5(A), http://www.uscourts.gov/judges-judgeships/code-conduct-united-states-judges (empahais added).”
Again, the Judicial canons are mandatory.
By giving a public interview to the press as reported, it appears she has violated Canon 5(A)(2) by endorsing Clinton, opposing Trump, or both.
She should be subject to a disciplinary investigation by the remainder of the Supreme Court, the Judicial Conference of the United States, and by the House of Representatives under its impeachment authority.
