SAPs are Special Access Programs.
They are classified programs for which access to them goes beyond holding a normal security clearance (Confidential, Secret, Top Secret).
You must be “read into” a SAP and have “special access” granted to you by the controlling agency.
Unlike a normal security clearance, denial of access to a SAP program cannot be appealed or contested.

I want to know more about what they know about the Clinton Foundation. The press needs to stfu about the emails and ask why there was no mention of the Clinton Foundation in Comey’s statement. That’s where the crimes are.

Drumheller got SAPs from someone, if my guess, and was murdered to prevent discovery. This would have been mere months before we got wind of the server, but gov’t knew.
