No. Her decision not to prosecute is hers alone. She tried to put it all on Comey, but even though he did not recommend prosecution, he put it back on her by saying Hillary did commit prosecutable crimes.
Right, Comey says she committed crimes. He outlined how all her statements were lies. And then he says no reasonable prosecutors would prosecute. Which means, if you are too politically important, you are above the law.
