Yes. It is.
An illegal rammed my daughter’s car from behind and fled the scene. He was later caught and though he had been drinking when arrested it was hours later so they didn’t charge him with DUI or even leaving the scene of an accident. I was pretty angry and in an attempt to “calm me down” the arresting officer told me I needed to understand it was part of their culture- I kid you not! Part of their culture to drive under the influence and hit and run.
Maricopa County Arizona several years ago actually had a separate court system going on for minorities- meaning illegals mostly. The way it worked is they served less jail time and paid lower fines than “regular folks” with the idea that it really was part of their culture to drink, and they were not likely to have the money to pay large fines. There were heavy drinkers in my family but I am sure I could not claim it is my culture if I am caught drinking and driving. Thankfully taxpayers in Maricopa County found out and put a stop to that nonsense!

Not giving a damn about other people, which is the antithesis of our Social Contract, is the thing that is ingrained in their primitive, violent culture.
It's like giving obstinate and violent children access to advanced technology that they do not know how to use, and setting them free in our society.
