I love cats, have two tuxedos myself, but I could see why they would do this. There are a lot of people who are allergic to cats.

Allergic? That doesn’t seem to be the REAL problem, as the cat has been there six years.

Cats shed. That might present another problem if the individual takes a book home and it has cat hair on/in it. Yes, I do have a cat and she sheds everywhere. Impossible to remove it all.

There are a lot of people who are allergic to cats. He's been there for 6 years and no one has died of cat allergies. This was because another city employee wasn't allowed to bring their dog to work so it had nothing to do with allergies. The are more people who are allergic to paper dust.
