A president has full use of his powers while under impeachment. Once convicted by the Senate, he would be immediately removed from office and thus stripped of his powers. Until that moment, though, the fact that the House had impeached him would not affect his ability to pardon whomever he wants.

So, then he could pardon himself upon the initiation of impeachment proceedings?
