Probably not much wrong with Idaho, except for its juvenile justice system that is likely the same as every state’s. If the little monster is young enough (and these little monsters likely are) he is going to be returned to his parents no matter what he did. The interesting part of the story is that there were any witnesses to the happy family reunion, since juvenile hearings are conducted in secret. Victims of juvenile criminals (and their families) have no rights or say in the matter at all.
Being Idaho, it might be wise for the monsters’ family to move elsewhere, since they were seen. There’s a lot of empty ground where few people go in southern Idaho.

Actually, just about anywhere in Idaho. Ada county, one of Idaho's smallest in area, and home to Boise and 24% of all Idaho's population still has a density less than the entire state of Florida.
