Not always. When I was an 18 year old sailor I met a girl I assumed to be about my age and was chatting her up. I was later informed that she was the eleven year old daughter of a USMC Lt. Colonel! She was fully developed and not at all childish in behavior. Thank heaven for the shipmate who warned me; I might still be in the brig for the misbehavior I envisioned!
Maybe she self-identified as a 16 year-old and he self-identified as a 16 year-old. That makes it legal.
Well I stand corrected.
I’ve gotten a few responses telling me that I don’t know how developed and mature in appearance some 11 year olds are nowadays.

I had to threaten a restraining order against a woman whose 13 year old daughter was phoning my 16 year old son at 3 am, and writing him notes in school saying she wanted to s—k him and f—k him and have his baby.
When I asked my son who was this freak who was calling at 3 am, he said, “Some skank who won’t leave me alone,” and showed me a note she’d slipped into his locker.
When I went to the parents’ home for a conference, the mom told me, “It’s ok, she’s on the pill! She’s had lots of boyfriends before and she never got pregnant!”
Isn’t it sad how little girls today respect themselves? I blame the whole “slut walk” mentality.
Had a student last semester who works for one of the alphabet agencies (CIA, FBI, DHS, etc.) who had a case where naked pictures of a 14-yo girl were being posted online. Before he interviewed the girl, he thought she was the victim of an older man encouraging her to post pictures.
When he talked to the girl, he was shocked that it was her idea to take and post pictures of her privates on the Internet and she was the one asking for requests from anyone she met online!!
Radical feminists have pushed the idea that chicks who lower themselves to worst type of men have achieved some kind of laudable “equality.”
Truly sad. Wait till these kids have kids and they find mom’s “pictures”through an Internet search.
