I’m sure they have them on video doing spraying motions with the finger gun from certain vantage points. Disney, no doubt gave the FBI the tape and the FBI lost it in transition. /s
Haven't you ever looked at someone and thought "undercover cop"? Do you know a cute girl (or guy) who gets looked at by dozens of people a day but occasionally notices one in particular as creepy? It's actually pretty easy to spot the people who are not there for the same reason as the rest of the crowd.
