KB3035583 will just reinstall unless you specifically "hide" the update in Windows Update. Even if you do that, it might not be good enough. A friend's Win7 computer on which I hid KB3035583 managed to upgrade itself to 10, which she emphatically did not want. She may have clicked the wrong button on a Microsoft prompt by mistake, but she tried NOT to upgrade, and was upgraded anyway.
So, I have given up on uninstalling and hiding updates to stop Windows 10.
If you don't want 10, either install Steve Gibson's "Never 10"...
