But also there is such a thing as parents who are distracted by their other children. That is neither stupid or negligent,it is tragic.

It is irresponsible because more adults should’ve been there if the mom was so overwhelmed she let a 4 year old wander off. Good parents know their kids and know what situations present the time for more watching. This mom was obviously not one of those. Even now, she is only making excuses.
