From what my wife said, apparently the kid crawled under a rail fence and then easily gained access. I think the only thing the parents are guilty of is taking eyes off the kid for a few seconds. The zoo should make sure these are kid proof.

That was the first breach since it opened. The boy didn’t just fall in, he had to make his way through an area before falling in.
