That’s what is assumed at this point. We’ll know when the report comes out. And obviously something went wrong and it wasn’t handled correctly.

As for the thugs who were convicted, the judicial system did what the university couldn’t do. What I want to know is why the local cops didn’t do more with the other complaints. I assume it was because of lack of evidence.

If the cops don’t have the evidence, what can Baylor do?

Certainly Baylor isn’t alone there. Police Departments in cities with big-time college football, know the Directive is to not do anything that could jeopardize the “Golden Goose.”
