Do your homework. They did. There were two rape convictions before the University realized they had to respond. And in some cases, the cops have been implicated in the inaction.
I know they went to the cops and there were convictions. Why were the other complaints swept under the rug? Lack of evidence? Or, like you said, were the cops involved? We can’t just assume that’s the case. If the report shows Baylor strongly pushed the women to go to the cops and the cops swept it under the rug, then the Waco Police are guilty.
And believe me, when I lived there the Waco Police were about as corrupt as they could be. I don’t think anything has changed.
