Well, a lot of young people in the cities CHOOSE not to own a car. They don’t need one to get to work, or to go shopping, they can’t drive one when they’re going out to party with their friends or they’ll booked for drunk driving, and it’s a financial drain to pay for insurance, maintenance, parking, etc for something you may only use a couple times a week.
If you really need a car once in a while, you can get a Zip Car membership for a lot cheaper than the expense of keeping your own car.
