I would think that a load so weak it will not penetrate a jacket would also fail to cycle the slide.

Just about all cops now use autos. Did they mention if their guns malfunctioned?

Probably discount bullets from the lowest bidder.

Russian ammo can be quite cheap. And crap as well. The gasses from their powder formulation can be quite corrosive, and then the powder loads have been known to be a bit on the light side - less velocity = less kinetic energy,

Their duty ammo used to be Speer 9mm 124gr. Gold Dot hollow point. I’ve never heard a bad report about that ammo. Of course, that’s when Rudy was mayor so who knows what Wilhelm is making them carry.

The .45 Long Colt Magtech Argentine made ammo that I used was crap too. Had several rounds that almost barely cleared the muzzle of my S&W 25-5. Sounded different, light recoil. Keep you on your toes!

I use Hornady Critical Defense. It’s designed to retain its shape until it hits human flesh and then it expands.

This is a load of cr*p. They missed.

No way any bullets, even those of under powered cartridges, wouldn’t penetrate a light jacket.

With warm weather, he might have been using Glaser BLUE tipped Safety Slugs.

They are made for penetrating only light clothing.

They don't ricochet, a glass window or sheetrock pretty much stops them.

If they penetrate in the center of mass, you're dead.

If they hit your arm, all that's left is the bone.

They have a blue polymer tip followed by 1200 BBs in a jell.

Due to the rotation of the bullet, the BBs come out in a swirl and make about a three inch cavity.

A normal leather coat or heavy jacket will usually stop a BLUE Glaser.

In the winter, your use GRAY tipped Glasers. They will penetrate heavy clothing.

If I was a cop in a city, I'd be using Glasers to reduce the chance of harming an innocent.
