American Indians are not citizens of the United States under the Constitution or the 14th Amendment. Instead, they are considered “wards” of the United States and subject to the “plenary powers” of Congress.
Congress only granted citizenship status to Indians under the Indian Citizenship Act of 1924 (also known as the Snyder Act). But this is a matter of legislative grace by Congress; theoretically citizenship could also be revoked by another act of Congress.
Since Indians are not citizens of the United States under the 14th Amendment, they are not “natural born citizens” and therefore cannot qualify to serve as president.
