If there is enough ice so that its weight causes it to rest on the bottom of the glass instead of floating, then when the ice melts the glass will overflow.
The article is referring to a glacier above ground, not an iceberg.
If you fill it with ice that is twice the height of the glass, then yes it would. All the ice in the world is not even with "the top of the glass."
