Any neighborhood disturbance is ignored because they're across the county or dealing with something more serious or drinking coffee.
If you need an ambulance, you're going to lay there dying for at least half an hour because it's across the county. The one two miles away can't come because that would be out of it's district. Of course, when you finally get the ambulance that you've waited half an hour for, it will drive you past the nearby ambulance and clinic to take you to the ER that is on the opposite side of the county from the two already mentioned.
