Ryan supported the Gang of 8 bill. He is for amnesty and increased guest workers. When you reward something, you get more of it.
The author of this article says that Paul Ryan and other establishment Republicans aren't for "Open Borders" because they in principle support some kind of restrictions on who can or can't be in the country. If we use that kind of rhetorical hair-splitting, then Barack Obama isn't for "Open Borders" either, since even under Obama some illegals occasionally get deported. Who then, according to NRO is "Open Borders," and how is Ryan's position different from Clinton or Obama's?
If NRO wanted to be honest, they can go and say that establishment Republicans aren't any more for open borders than the most liberal Democrats. They don't want them open technically, just extremely porous to the point where it makes no effective difference.
