Not really. First, their SSBNs are damn near docked up 95% of the time. When they sortie, they take rescue and salvage craft. NOT a good sign. The new SSBN is shaking out and is having trouble. We usually start tracking them once they hit open water and then we can hear the vodka bottles hitting the steel floors. Crew turnover and conscription makes them much less effective.
Second: EMP is over rated. They COULD do it given their large warhead capability (25MT in the late 90s), but those are specific targeting for LCCs in our ICBM fields. They wont waste those.
