If I ever saw anyone do this, so help me God, I would go Dexter on them in the worst possible way.

About once a year our rescue gets a German shepherd from a shelter who was used as a target. Just unbelievable cruelty. I can't believe it. Our youngest dog is a 1 YO German Shepherd. Bronson follows me everywhere. People who hurt dogs should be required to meet me for counseling. No second meeting required. The counseling would always fix the PROBLEM.
