It's a suitcase. Pardon me for assuming it came from the luggage compartment which was damaged/destroyed on impact and released it's various contents, some of which ended up floating about and washed up against the side of the fuselage, later.

As for Marilyn Briley 'wearing' a life-vest in that underwater shot, she's not wearing anything, she looks like it's wound around her thighs, it's way under the waterline.
I think what might need to be done, is someone in the US notify the relevant authorities there appears to have been an identification mistake of the two women who looked so much alike that their life-vests were incorrectly labelled, and let them decide if they wish to make corrections.

You're forever trying to waste our time, FN (and some others), as attempt in post #471, by suggesting things about
sump oil and a need to look at
airplane infrastructure, while there are honest, forthright-mannered people here, who would follow the evidence, wherever it leads.
Sump oil doesn't come in twelve-foot long, green bubbles, and exhaust deflectors have nothing to do with anything that's remotely come up for discussion here. If you can't see that, you're to be pitied.
The lot of you clearly enjoy making up irrelevant stuff like suggesting the HDOH DD mistakenly identifying someone is material in this incident as you try to ignore, expunge or excuse the evidence that the NTSB said Ms Fuddy had on an infant life jacket that had only one cartridge expended.
That (false) evidence has implications right on down the line, as it was part of what the Medical Examiner (ME) used beyond anything she could see with her own eyes at autopsy to vacate entirely her, Cause of Death: drowning, pending toxicology results. Since that evidence was apparently false, perhaps it should change the ME's Report, as should several other false things about her report.
The HDOH DD said she quit breathing while she was still with him as if that were somehow a big event, even set next to the fact that a diver took her place by the time of the 8:27 mark in the NTSB video, as post #247 and #413 clearly shows. You guys are like the Arthur Conan Doyle, Dog That Didn't Bark! Your studious, joint silence on these issues is far too coincident to be random. Collectively, you're all telling us something. What could that be?
Before she was replaced, the HDOH DD had all his 8 compatriot plane occupants surrounding him, all within 15 yards. If he had any reason to call for help, surely it would have been as his Director was whisked out from under his nose as he was surrounded by those other occupants. But no, you don't even want to begin to go there? Why not?
That evidence, too, went into the ME's consideration of what happened to Fuddy in this incident. It, too, was clearly wrong. But you don't seem to care. Or have you simply not yet been given your "marching orders?"
