I keep forgetting it became conservative to raise taxes and increase regulation on business.

I also seem to recall Limbaugh being instrumental in stopping amnesty from being muscled through during the Bush administration. I think that was one of the few times he suggested folks call their congress critter (though I could be mistaken), a rare and powerful move from Rush.
