No it’s not. Most of his life Reagan was a Liberal New Deal Democrat. His admiration for FDR never left him.
Did he evolve on some things, yes he did. But does that mean that the foundation he had as a liberal ever totally leave him. Maybe not.
The point I am trying to make is that after a time we get the Myth rather than the real person. Much the same is with JFK and Martin Luther King, Jr..
Now I came across the following about month or so ago and after reading and then doing some research my self I have to agree Reagan was not what we think we remember.

Reagan was a great President but the reality is that he wasn’t that Conservative. I suspect the only real Conservative to run for President may have been Barry Goldwater.
The Reagan record on a number of things is not what was reality. For instance, Reagan raised taxes 11 times as President. Lots of other examples.
Reagan was as conservative as the dynamic of a Tip O’Neill House and a marginally GOP Senate would let him be. The fact he was able to enact those early tax cuts and military spending hikes against a hostile Congress is a near-miracle.
