that phrase has never made sense to me. first time i heard it was from cynthia mckinney; a congresscriter from GA. it’s a phrase the civil rights movement, or at least some segments, really embraced.

a Quaker reference of peace and non violence with roots in 1800’s. also a Quaker handbook 1955 titled speak truth to power.
now it mostly means “to take a stand”
