I think it"s common for the SS to allow people from the crowd to hand items to a candidate to be autographed. I've seen dozens of videos of Trump signing items from the crowd like this.

They were, which is why Corey stepped in. Reporters are treated almost like holy priests in our society so security is often scared of doing anything to stop them.
