There is NOTHING preventing a tie-to clause so we DON’T have *both*.

Nothing except the most fundamental principle of republican government: that no legislature can bind its successors.

I don’t know why, and it’s sad, but that made me chuckle briefly...

True. But then the other rules of taxes would need take effect, and the People would be adverse to lay those chains upon themselves again (I’d hope)
