The problem is that there has never been a case in American history where we exchanged one kind of tax for another and did not ultimately wind up with both. Remember the income tax amendment only passed in the first place because its supporters promised the midwestern states that all import tariffs would be repealed. And indeed they were repealed for a couple of years, then we got them back. It's an old political hat trick. Europe ended up with both an income tax and a "fair tax" which they call the "value-added tax" the same way.
First we should repeal the income tax and amend the Constitution to prevent it being reenacted. Then we can talk about just how much money the Federal Government really needs and where it should come from.
