You could not be further from the truth.
The President’s job is to pursue the laws enacted by Congress.
He does not ‘fix’ anything, but executes.
Most problems begin with some stupid federally-enacted law or bureaucratic degree anyway, so what you propose is to make law or decrees then have the govt ‘fix’ the mess they made themselves?
