I am well aware that its often very difficult for the aficionados of Trumpmania to understand legal documents, but it clearly says “orderly conduct of Government business or official functions”.
It takes quite the stretching of even a lurid imagination to construe a patrician political rally as being the orderly conduct of Government business or official functions, regardless of who the candidate may be.
