This is what I don't get. If the plan was to kill LaVoy (or others), why not do it at the first stop?
LaVoy sat there for minutes, window open, fiddling with the radio, and conversing with the LEOs. If they wanted him dead he would have been dead then.
And conversely, if you planned to kill them at the first stop, why have the second stop, which was set up way in advance of the first stop even occurring ?

I believe the answer is that the anvil was further down the road. They sat back making sure to apply pressure but not apprehend. Heck they even fired a round at the first stop. All while never putting one of their vehicles in front of him to stop him. Their job was the hammer and the anvil was still down the road.
Now lets talk anvil. Down the road waiting for them was a roadblock, that spanned the entire width of the road. There were shooter positions on both sides of the road, back in the trees with prepared fields of fire (branches removed ect).
This is textbook hammer and anvil techniques and every American should be very worried by what happened that day.
