Oddly enough copyrighted photographs have always been and remain, copyright restricted. Copyright holders, which includes publishers and often the original photographers, retain all rights to the photos. It's noteworthy that photographers earn their living on any monies they receive after taking thousands of photos, often in hopes of selling just one.

Posting the photos first on photo hosting sites; using url cloaking programs to hide original sources; removing watermarks; and/or waiting to post copyrighted photos only after threads are several pages long, none of those actions remove the rights of original copyright holders to receive compensation for their work products, which are in this case, copyrighted photos.

Whenever any Freeper decides to post a copyright restricted photo or a photo-shopped or altered image of a copyright restricted photo, each time, they are taking the risk that the owner of Free Republic will be sued in copyright infringement lawsuits and in having to pay lawyers to defend or settle such lawsuits.
