Nothing there requires the Senate to give its consent for any nominee, nor is there a time frame for filling a vacancy. It is entirely in the hands of the Senate to do as it pleases in the matter.

This is true. Obama will present a nomination. This should be considered veeeeeery carefully. Should take at least six months. Grave doubts will emerge. The nominee should probably be called back two or three times to clarify statements.
