I have read Trump's tax plan and at least Trump's plan stays within the confines of Article 1 Congressional taxation authority, which was further defined by the 16th Amendment because big business that was acquiring gains/ profits off of federal property had gotten the SCOTUS to rule that the federal government could not tax all gains/profits acquired by private parties from the private parties use of federal property. The 16th Amendment overturned the 1895 Pollack ruling, thereby restoring to the feds, that which was owed to them in the way of Article 1 excise taxes.
