Graham is from South Carolina and the incumbent. Trump isn’t. South Carolina dumped Romney in 2012 for the more conservative Gingrich, despite Romney’s big win in New Hampshire.
Plus even in South Carolina, Graham continued to poll in very low figures for the GOP primaries.

Difference in 2012 was a week prior to the SC Primary, the RCP avg had Newt +5 on Romney in SC. Right now, Trump is polling at RCP avg of +16.

Do you really think the polls are that far off?
