Property rights are just that, rights. It should never be taken, regardless of the amount of compensation offered.

If you lived in a dying town with 60% unemployment, a bankrupt city government, and someone was willing to open a business that would provide thousands of jobs, you might feel differently. I sympathize with both sides of the argument.
