The argument that he is soft on immigration comes from the lack of movement in Assembly committees certain state-enforcement issues, such as 287g, when he was Speaker. I don’t know the culture of the Assembly to know if such a lack of movement indicates personal opposition, but that’s a far cry from being a propenent of amnesty; he has stated, for instance, that he would have opposed Martinez-Graham-McCain-Kennedy “Comprehensive Immigration Reform.â€
