If they were commercial fishermen, then they were poorly trained and equipped. The gear on board is not an indication they were actually fishermen, even if it looks that way. One boat is an accident. 11 boats are a plan. Like the sign says - Korean Peoples Army.

The striking thing to me is the total lack of paint on what looks like a wooden hull - either they were launched that way - without paint, or they have been at sea for a very long time.

Coming from NORK origin vessesl, I ‘d beware of booby traps....biological, chemical , etc. Hope the Japanese have taken precautions
