It took me a couple of sentences in to see this was satire.
But really, the guillotine is too slow for the purpose it would be used for. Cycle time (Raising blade, placing perpetrator in horizontal position face down, securing perpetrator, getting everybody else clear, tripping blade, rolling corpse off, replacing receiver bucket with empty one, and starting cycle over again) just takes too long, considering the number that would have to be dispatched, even running extended hours.
Maybe several lines to separate guillotines could be set up, to speed the process.
Maybe have a multi slot guillotine, kind of like the proposal for the electric couch to replace the electric chair when a higher throughput is needed.
