Video is less than inconclusive, sadly.
In a plane outfitted for cargo the people would just be sitting around on the floor, moving around, etc.
The pilot has final say so as to whether the plane gets off the ground and I think he would be reluctant to fly with those conditions in the back.
Weight and balance problems for one thing.
As much as I would love to catch Il Douche pulling something like this, I take this with a grain of salt.

Still, we need to know exactly how these folks are getting here... up to an including the names of the pilots manning the plane, and where they are taking off from.
So who were the people loaded onto the 30 buses? I believe the guy, The pilot is going to do as ordered. I’m sure if the guy had an inkling that he would have happened onto something like that he would have been better prepared to video it.
Takes only a half-hour to put seats in the cargo deck.... See troopers flying in the backs of C-5, C-17’s, C-130’s, C-141’s, C-123’s ..... DC-3’s.
A few years ago ups experimented with weekend retrofits of cargo jets to passenger jets.
Cargo wasn’t moving as much on weekends so they thought about adding seats and leasing to regular airlines.
