“30 governors who say they will refuse to accept Syrian refugees.”

Who are these Governors?

Governors cannot do much except to not take federal money for refugee settlement or provide any State resources.

But they can and should deal with their Senators. Both represent the State.

To get an override there will need to be Democrats who vote to override and Governors of their states will need to play a role.

Anyone who looks at the link will know the bastards are not refugees. Hell, they are military age and are mostly male. Many of us on FR figured this out awhile ago.

A governor is the head of a sovereign state. He has vast power. He can call up the national guard. He can detain and remove people from his state and he can sue in the Federal Court tying up the President in litigation for years.

Obama might not want to cross too many governors. They could very well ban him from their states. He could force a serious constitutional crisis.
