The most common sense definition of a “natural born” citizen is one who is a citizen by virtue of birth - in other words, no additional steps are necessary for the person to become a citizen. Since Cruz was a US citizen at birth by virtue of being born to a woman who is a US citizen, that would seem to qualify him.

Regardless, I doubt that any of the people raising the issue would have standing to challenge this in court. That was the big problem with people wanting to challenge Obama’s eligibility - lack of standing.

Good Point. However, I believe the New Hampshire Election Commission will have standing and any candidate the suffers loss in that certification. Standing simply requires that you show direct damage. My guess is that someone gets directly damaged here thus standing for this Federal issue.

The only other category of citizen besides “natural born” is “naturalized”. So, if you are a citizen, and you were never naturalized, then by process of elimination, you must be “natural born”.
