Savage repeats the "misconception" that the 14th Amendment gives ILLEGAL alien children born here, U.S. citizenship. SCOTUS has never ruled on that.
However some cases involving non citizens contain a judge's "incidental expression of opinion, not essential to the decision and not establishing precedent -- an incidental remark" (obiter dictum).

"It is a maxim not to be disregarded that general expressions in every opinion are to be taken in connection with the case in which those expressions are used. The opinions expressed by justices vis-a-vis ILLEGAL alien children born here were beyond the cases being decided.
