“1. Many Middle Easterners there (defense contracts, perhaps?) along with an intensified influx from northeastern states and CA.”
“2. Marijuana tourism and all that comes with it.”
Being that it has been so long since the attack and there has been no ID or the shooter, we must assume the shooter was middle eastern.
3. Of all the drugs people use, marijuana seems to cause the least violence.

Colorado Springs is flooded with sad-sacks in their 20’s hanging out on street corners with signs begging for money. A lot of petty crime where they hang out. Even if they aren’t shooting up the streets, the general effect is not conducive with a safe orderly society.
From observations that seems to be the case, so long as the pot isn't adulterated with other drugs.
About half the pot sold in Colorado is illegal dope, though, and it is competing with legally grown and carefully bred kicka$$ weed.
For an inferior product to compete, buzz wise, it would not be unheard of for that pot to have other drugs mixed in to 'enhance' the otherwise inferior high.
About 25 years ago police in Eastern North Dakota were having a heck of a time with incredibly hyper and aggressive pot smokers. It turned out the pot was "ditchweed" (low THC content) laced with angel dust (PCP).
Nowadays, there are lots of other things which could be mixed in and might produce similar results (meth, for one).
I am not a smoker, but I have a slew of grandkids at that age and a couple of relatives in Colorado, too. If you don't keep up with the pitfalls out there, it is tough to guide your (grand)kids around them.
