LOL, yes...everyone is supposed to document extensively to the point someone could just pick it up who was unfamiliar with it and figure it out.

I have yet to meet a foreign programmer who documents. Or a domestic one for that matter.

HA! Even if your company is lucky enough to have people who document, and document well, it still requires the new guy to have the knowledge to apply the code. If he isn't trained well enough to read the code, I doubt documentation is going to help him understand it all. Docs just help explain what the code is doing in English, not code. Easier to thread/troubleshoot stuff, but it can;t teach someone who doesn't know enough in the first place.
